What is needed to obtain a Georgia title & license plate for my vehicle that is currently titled &/or registered in another state or country?

  • Application - A completed Title/Tag Application, Form MV-1 - Except for the signature, this application must be typed, electronically completed & printed or printed legibly by-hand in blue or black ink in the vehicle owner(s)’ full legal name(s) & signed by the vehicle owner(s). If the vehicle is jointly owned, each owner's full legal name & signature is required. An individual’s full legal name is his/her complete name as it appears on his/her valid driver's license or Georgia identification card. For individuals, please enter each owner's valid driver's license number and the name of the issuing state or his/her Georgia identification card number. Any person who is a resident of Georgia for thirty-days (30) must obtain a Georgia driver's license before registering & driving their vehicle in this state. Click on any form name or number on this page to electronically complete & print it for signing & submission by mail or in-person. If all owners go in person with their valid driver's license or Georgia ID card, the required documents, the vehicle's current odometer reading (when an odometer disclosure is required), acceptable proof of insurance, proof that your vehicle has passed an emission's inspection, when required, & any fees & taxes due, this application can be completed & printed for your signatures & processing.   • Proof of Ownership - The vehicle's original valid title issued in your name or properly assigned to you. If your title is being held by your financial institution or leasing company, submit your vehicle's original valid registration certificate with a completed Affidavit of Title Being Held by a Lien or Security Interest Holder or Leasing Company, Form T-17. The person processing your application will contact your financial institution or leasing company by mail requesting the submission of your out-of-state title for the issuance of a Georgia title. The Georgia title, when issued, will be mailed to the first lien or security interest holder recorded on your application. If your vehicle is not financed but is leased, the Georgia title, when issued, will be mailed to your leasing company. If your vehicle is not financed nor leased, the title, when issued, will be mailed to you, the vehicle owner.
  • Certification of Inspection - If you’re 1986 or newer year model vehicle is currently registered in a state or country that does not issue titles, you must submit the vehicle's original registration certificate together with a completed Certification of Inspection, Form T-22B. This form must be completed by a Georgia law enforcement officer or a Georgia County Tax Commissioner or his/her designated employee after making a visual inspection of your vehicle's serial plate. The law enforcement officer completing this form shall query the Georgia Crime Information Center to determine if the vehicle is stolen & they shall indicate that a query was made on the face of the Form T-22B. Caution: Incomplete forms or forms containing alterations or erasures will not be accepted. All forms & documents must reflect your vehicle's complete & correct VIN as shown on your vehicle's serial plate.
  • Acceptable Proof of Insurance - Proof that your vehicle is insured with Georgia liability insurance. Non-motorized vehicles (trailers, etc.) & vehicles not requiring registration in Georgia (i.e. all terrain vehicles, mopeds, bicycles, etc.) do not require insurance coverage.   • Emissions Inspection - The thirteen metro-Atlanta counties require motor vehicles to pass an emission's inspection before the vehicle can be registered & a license plate issued. Submit proof that your vehicle has passed an emission's inspection, when required.   • Proof That Your Vehicle Conforms to U.S. EPA & DOT Standards & the CBP Form - When a motor vehicle, not a trailer or a vehicle imported from Puerto Rico, is imported into the United States, three (3) federal forms are required. The required forms are: U.S. DOT Form HS-7, U.S. EPA Form 3520-1 and U.S. Customs& Border Protection Form CBP-7501. The CBP-7501 Form must be stamped and signed by a U.S. Customs' representative. No one, not a resident, a non-resident or the military is exempt from providing these forms. In lieu of the CBP-7501 form, you may submit a DD 1252 or DD 1854 form from military personnel. If you do not have these forms or you need additional information, please contact a U.S. Customs office (located throughout Georgia). All vehicles must go through customs before entry into the U.S. The applicant must submit the original(s) and copies of these forms; the original(s) will be returned. Important: If the US Customs Form CBP-7501 reflects the vehicle identification number (VIN), states that the vehicle was manufactured for sale in the United Sates, and is stamped and signed by a US Customs representative, the EPA Form 3520-1 and the US DOT Form HS-7 are not required.
  • Payment for all fees/taxes due - Pay with cash, check or money order payable to the Office of the Tax Commissioner. Please do not submit cash through the mail! Some counties accept credit cards. Some counties do not accept out-of-town checks.
    • Registration Fees & Vehicle Ad Valorem Taxes - Motor vehicle ad valorem tax is based on the vehicle's value & the financial needs of various levying authorities in your county. For Georgia residents, whether or not this tax is due depends on the primary owner's registration period & the vehicle's purchase or transfer date. The primary owner is the owner shown first on the vehicle's title &/or tag receipt. Click here to determine your registration period.     • Sales Tax - Effective January 1, 2006 - When a Georgia title is applied for a vehicle that was purchased from an out-of-state/country dealer or business, Georgia sales tax must be paid at the time of application or proof must be submitted that the sales tax has already been paid. A Georgia title and license plate will not be issued until any sales tax due is paid. The amount of sales tax due is based on the vehicle’s purchase price or the vehicle’s fair market value if a sales invoice is not submitted.     • $20.00 annual license plate fee for most passenger vehicles & light weight pick-up trucks. Click here to view our rate chart listing the types of regular-issue tags & the annual registration fee for each.
    • $18.00 title fee.
    • $10.00 title penalty if you fail to apply for a Georgia title, when a Georgia title is required, within ninety-days (90) of the vehicle's purchase or ownership transfer date. This fee is not due if the vehicle's current title &/or registration is issued in your name.
    • $10.00 additional title penalty if you previously applied for a Georgia title for this vehicle & your application was returned with a letter requesting additional action or documents & compliance has not been made within sixty-days (60) of the letter's date.

 

Important: If your 1963-1985 year model vehicle was last registered in a state or country that does not issue titles, a Georgia title will not be issued for the vehicle.
