Who is authorized to obtain information from motor
vehicle tag, title and lien records and what is acceptable proof
of interest?
Motor vehicle tag, title and lien records maintained by the Department
of Revenue (DOR), State Motor Vehicle Division
(MVD), are private. This includes microfilm records of documents
supporting title issuance.
If you are authorized to receive the information (see below), submit
your request to the Research Unit of MVD with proof
of interest in the vehicle, when required, and the required
research
fees. See below for who is authorized to receive this information
and what is acceptable proof of interest. For in-person requests,
you must show your valid driver's license or government-issued identification
card.

- Licensed Motor Vehicle Dealer. If you are a
Georgia motor vehicle dealer, your permanent twelve-digit (12)
MVD
issued identification number must be submitted with your request.
If you are an out-of-state dealer, a copy of your state-issued
license must accompany your request. If you are employed by more
than one dealership, you may only receive motor vehicle data for
one dealership, unless an application for a title is submitted.
- Owner(s) of Vehicle. If you are not
the owner according to the vehicle's current tag and title record,
proof of ownership must be submitted that includes the purchase
or transfer from the vehicle owner(s) according to current tag
and title records.
- Judgment Creditor of the owner of a vehicle.
A certified copy of the fi.fa. must be submitted.
- Attorney. An attorney's signed letterhead request
is required with proof of pending litigation involving a motor
vehicle accident, a copy of the accident report or a certified
copy of a fi.fa., and a copy of the attorney's Bar Association
card. A paralegal or member of the attorney's
staff may receive information if they submit a copy of
the attorney's Bar Association card, a letterhead request signed
by the attorney, proof of pending litigation as the result of
a motor vehicle accident, a copy of the accident report or a certified
copy of a fi.fa and the submitter's valid driver's license or
government-issued identification card. Information will only be
released with proof of pending litigation involving a motor vehicle
accident and a copy of the accident report or certified copy of
a fi.fa.
- Bank or Lending Institution. A bank's
or lender's signed letterhead request is required. If the bank's
or lender's lien or security interest is not
perfected in our records, a copy of the contract must be submitted
between the record owner(s) and the bank or lender requesting
the information.
- Insurance Company. A signed letterhead request
from the insurance company including the claim number and a copy
of the accident report or other proof of interest must be submitted.
Our name files will not be checked unless the person on the accident
report was the operator of the motor vehicle involved in the accident.
- Motor Vehicle Manufacturer for the purpose
of a manufacturer's recall. A signed letterhead request is required
from the manufacturer.
- An individual involved in an accident as a passenger,
vehicle operator or pedestrian. A copy of the accident
report must be submitted.

*Release of Insurance Information
Important: The vehicle's insurance
status and/or the name of the insurer on the state's records will
only be released upon request from an authorized
party (see below) and the payment of the required research
fee.
Authorized parties: The owner of
the vehicle, law enforcement officer and any other person authorized
to receive the insurer's name and the insurance status, under the
power of a subpoena approved by the Legal Services Section of the
Department of Revenue's Motor Vehicle Division.
